Note of the One-Hundredth Meeting of the Ofcom Board, held on 27 March 2007

Introduction

Members were welcomed to the 100 th meeting of the Ofcom Board . Dominic Morris (Director of CEO’s Office), Polly Weitzman (General Counsel) and Jenny Leyland (Assistant Secretary to the Corporation) attended throughout. Peter Ingram (Chief Technology Officer), Philip Rutnam (Partner, Spectrum Policy Group) and other Ofcom colleagues attended for parts of the meeting.

Minutes of the meeting held on 13 March 2007

1. The minutes of the meeting held on 13 March 2007 were approved as an accurate record of the meeting. Matters arising were noted.

Chief Executive Officer’s Report

2. The Chief Executive Officer updated the Board on policy and operational developments since the last meeting.

Remuneration Committee meeting held on 20 March 2007

3. Millie Banerjee briefed the Board on matters considered by the Remuneration Committee at its 20 March meeting. Following discussion the update was noted.

Licence-Exemption Framework Review: proposed consultation

4. The Board discussed and approved for publication in due course a consultation on the Licence-Exemption Framework Review.

Ofcom Response to the BBC Trust’s Consultation on BBC Service Licences

5. Subject to a comment made in discussion, the Board noted the Ofcom response to the consultation which was being carried out by the BBC Trust on the content of the BBC services licences

Market Monthly Report

6. The Board noted the Market Monthly report for March 2007.

Any other business

7. The Board approved three appointments to the Advisory Committee for Scotland.

8. The Board approved revised purdah rules.

9. At the conclusion of the meeting the Board met the Ofcom Spectrum Advisory Board over lunch. During the course of discussion a number of points were noted.

10. The next Board meeting will be held on 27 March 2007.
