Notes 13th Meeting 4 July 2005

NOTE OF THE 13th MEETING OF THE OFCOM RADIO LICENSING COMMITTEE HELD AT RIVERSIDE HOUSE, 2a SOUTHWARK BRIDGE ROAD, LONDON, ON 4 JULY 2005

Chairman’s Introduction

1. The Chairman welcomed Members to the 13th meeting of the Radio Licensing Committee. All members were present, with the exception of Martin Campbell and Neil Stock who had sent their apologies. Freya Guinness (Director of Competition and Markets Project Office) and Glenis Rylance (Assistant Secretary to the Corporation) were present throughout. The following colleagues attended for part of the meeting: Lawrie Hallett (Senior Associate, Radio Licensing), Gwen Morgan (Legal Advisor), Jon Heasman, (Senior Associate, Radio Licensing), Eva Koekelbergh (Senior Associate, Radio Licensing), Francesco Lamanna, (Legal Advisor), Will Jackson (Senior Associate, Radio Licensing), Soo Williams (Senior Associate, Radio Licensing).

Minutes of the previous Meeting

2. The minutes of the Radio Licensing Meeting held on 9 June 2005 were agreed.

Local Commercial Radio Licence Award: Solent Area

3. The Radio Licensing Committee discussed the fourteen applications received for the Solent Area licence. The Committee was scheduled to make its final decision at the September 2005 meeting.

Local Commercial Radio Licence Award: Torbay

4. The Radio Licensing Committee discussed the five applications received for the Torbay licence. The Committee was scheduled to make its final decision at the September 2005 meeting.

Local Commercial Radio Licence Award: Swindon

5. The Radio Licensing Committee discussed the four applications received for the Swindon licence. The Committee was scheduled to make its final decision at the September 2005 meeting.

Community Radio licence awards: West Yorkshire

6. The Committee discussed the ongoing frequency planning work relating to the applications in the West Yorkshire area.

Community Radio licence awards: Greater Manchester

7. The Committee discussed the ongoing frequency planning work relating to the applications in the Greater Manchester area.

Community Radio licence awards: London Area

8. The Committee discussed seven of the forty six applications in the London area, and agreed that any licence award decisions would await the consideration of the remaining 39 applications, and the outcome of discussions around frequency availability.

Any other business

9. The Radio Licensing Committee discussed the current progress of the Radio Review.

10. The Radio Licensing Committee discussed two format change requests which would be considered in detail at the next meeting.

11. To be held on Monday 25 July 2005 in London.
