Note Of The 27th Meeting 14 September 2006
Chairman’s Introduction
1. The Chairman welcomed Members to the 27th meeting of the Radio Licensing Committee. All members were present throughout. Other Ofcom colleagues were also present throughout or attended for part of the meeting:
Minutes of the previous Meeting
2. The minutes of the Radio Licensing Committee Meetings held on 6th July and 10th July 2006 were agreed as an accurate record.
Matters Arising
3. There were no matters arising that were not being dealt with under items on the Agenda.
Local commercial radio licence award: Bristol
4. After a full and careful discussion of each licence application, and having regard in particular to the factors set out in section 105 of the Broadcasting Act 1990 and section 314 of the Communications Act 2003, the Committee awarded the licence to Original Bristol FM Limited (“Original 106fm”), which is owned by CanWest MediaWorks UK Ltd (95%) and Seven Broadcast Limited (5%). It was noted that the announcement regarding the winning licence application would be made on the same day and a statement explaining the factors which led the Committee to its decision was scheduled to be published in due course.
Local commercial radio licence award: Exeter
5. After a full and careful discussion of each licence application, and having regard in particular to the factors set out in section 105 of the Broadcasting Act 1990 and section 314 of the Communications Act 2003, the Committee awarded the licence to Exeter FM, which is owned by London Media Company Limited (75%), and Riverside Radio Limited (25%). It was noted that the announcement regarding the winning licence application would be made on the same day and a statement explaining the factors which led the Committee to its decision was scheduled to be published in due course.
Applications for Liverpool local commercial radio licence.
6. The Radio Licensing Committee discussed the ten applications received for the Liverpool licence. The Committee was scheduled to make its final decision at the November 2006 meeting.
Applications for Oxford/South Oxfordshire local commercial radio licence.
7. The Radio Licensing Committee discussed the five applications received for the Oxford/South Oxfordshire licence. The Committee was scheduled to make its final decision at the October meeting.
Applications for Perth local commercial radio licence.
8. The Radio Licensing Committee discussed the one application received for the Perth licence. The Committee was scheduled to make its final decision at the November meeting.
Request to vary national radio multiplex licence
9. The Radio Licensing Committee considered a request submitted by a multiplex operator to modify the range of programming services.
Format Change Requests
10. The Radio Licensing Committee considered four Format Change requests.
Co-location Request
11. The Radio Licensing Committee considered a Co-location request.
Community Radio Fund Panel: Proposals to seek Additional Funding
12. The Radio Licensing Committee considered proposals from the Community Radio Fund Panel on seeking additional funding.
CADS Statement
13. The Radio Licensing Committee noted the CADS Statement which was published on 12th September 2006.
List of approved Format Changes – 9th May 2006 to 21st August 2006.
14. The Radio Licensing Committee noted the list of approved Format changes from 9th May 2006 until 21st August 2006.
