Notes 2nd Meeting 22 June 04
Chairman’s Introduction
1. The Chairman welcomed Members to the second meeting of the Radio Licensing Committee. All members were present, with the exception of Peter Davies who had sent his apologies. Glenis Rylance (Assistant Secretary to the Corporation) and Lucy Byers (Legal Advisor) were present throughout. Soo Williams (Senior Associate, Radio Licensing) attended for part of the meeting:
Minutes of the previous Meeting
2. The minutes of the previous meeting held on Friday 21 st May 2004 were agreed as an accurate record, subject to one amendment.
Matters Arising
3. The Committee was briefed that once licences are advertised and applications received, the ‘purdah’ rules will commence. It was noted that Graham Howell , the Secretary to the Corporation, would send out a formal note on this matter in the near future.
Community Radio, Draft Statement & Management Summary of Research Findings.
4. The Radio Licensing Committee was briefed on the findings of the DCMS and Ofcom Consultations following the successful evaluation of the Community Radio pilot scheme.
FM Commercial Radio – First Two Licence Advertisements
5. The Radio Licensing Committee approved the first two licence advertisements for Edinburgh and Blackburn .
FM Commercial Radio – Proposal for Additions to Licensing Timetable.
6. The Radio Licensing Committee was provided with a schedule setting out a rolling forward plan for the advertising of FM Commercial Radio Licences, the contents of which were noted and approved.
Any other business
7. It was agreed to organise a Committee visit to a Community Radio Station and a Commercial Radio Station.

8. To be held in mid September 2004 in London .
