Note Of The 39th Meeting Of The Radio Licensing Committee 8 November 2007

Chairman’s Introduction

1. The Chairman welcomed Members to the 39th meeting of the Radio Licensing Committee. All members were present. Other Ofcom colleagues were also present throughout or attended for part of the meeting.

Community Radio Fund Panel Update

2. The Chair of the Community Radio Fund Panel, updated the Committee on the activities of the Community Radio Fund Panel.

Minutes of the previous Meeting

3. The minutes of the Radio Licensing Committee Meeting held on 11 October 2007 were agreed as an accurate record.

Matters Arising

4. There were no matters arising to report.

Local radio multiplex licence award Oxfordshire

5. After a full and careful discussion of each licence application, and having regard in particular to the factors set out in section 51(2) of the Broadcasting Act 1996, the Committee awarded the licence to Now Digital ( Oxford ) Ltd. It was noted that the announcement regarding the winning licence application would be made on 8 November 2007 and a statement explaining the factors which led the Committee to its decision was scheduled to be published in due course.

Local Licence Re-advertisement: Procedure and Timetable

6.Members received apaper which gave them an overview of the proposed procedure that would apply to the re-advertisement of local analogue commercial radio licences, and sought RLC agreement to a number of policy proposals which required decision prior to the commencement of the process.

Community radio licence awards: West & South Yorkshire and the Humber (Batch 2)

7. After a full and careful discussion of each licence application in the respective areas, and having regard in particular to the factors set out in section 105 of the Broadcasting Act 1990 (as modified by the Community Radio Order 2004), the Committee awarded a licence to:

Diamond FM ( Plymouth ): Update on launch progress

8. The Committee was updated on the progress made towards the launch of the new local commercial radio service for Plymouth.

New Purdah List: Gloucestershire local radio multiplex licence

9. The Committee noted the Purdah list.

Rajar Briefing

10. The Committee noted the Rajar Briefing.

Any Other Business

11. The Committee was updated on the progress regarding the launch of the 4DG multiplex.
