Notes 4th Meeting 21 Oct 04
Chairman’s Introduction
1. The Chairman welcomed Members to the fourth meeting of the Radio Licensing Committee. All members were present. Gwen Morgan (Legal Advisor) and Glenis Rylance (Assistant Secretary to the Corporation) were present throughout. The following colleagues attended for part of the meeting: Kevin Carey, Content Board Member, Lawrie Hallett (Senior Associate, Radio Licensing). Eva Koekelbergh (Senior Associate, Radio Licensing), Matthew MacIver, Content Board Member, Soo Williams (Senior Associate, Radio Licensing).
Minutes of the previous Meeting
2. The minutes of the previous meeting held on Thursday 23 September 2004 were agreed, subject to a number of agreed amendments. Final copies of the minutes would be circulated to members in due course.
Matters Arising
3. There were no matters arising which were not covered elsewhere on the Agenda.
Radio Review Update
4. The Radio Licensing Committee received an update on the Radio Review.
Applications for Edinburgh commercial radio licence
5. The Radio Licensing Committee discussed the twelve applications received for the Edinburgh licence. The Committee was scheduled to make its final decision at the December 2004 meeting.
Applications for Blackburn commercial radio licence
6. The Radio Licensing Committee discussed the four applications received for the Blackburn licence. The final decision would be taken at the December 2004 meeting.
Community Radio Fund – Draft Consultation Document
7. The Radio Licensing Committee discussed the Community Radio Fund draft consultation document. The document was approved to be tabled before Policy Executive and the Ofcom Board.
Format Changes
8. The Radio Licensing Committee was briefed on various issues relating to format changes.
Jazz FM Format Change Request
9. The Radio Licensing Committee considered a request from Jazz FM to move jazz from daytime to off-peak. The Committee agreed the change subject to the amount of off-peak specialist jazz programming being extended from 40 hours to 45 hours per week, as proposed in Jazz FM’s request.

10. There was no other business.
