NOTE OF THE FIFTH MEETING OF
THE OFCOM RADIO LICENSING COMMITTEE
HELD AT RIVERSIDE HOUSE, 2a SOUTHWARK BRIDGE ROAD , LONDON ,
ON THURSDAY 25 NOVEMBER 2004
Chairman’s Introduction
1. The Chairman welcomed Members to the fifth meeting of the Radio Licensing Committee. All members were present, with the exception of Matthew MacIver who had sent his apologies. Gwen Morgan (Legal Advisor) and Glenis Rylance (Assistant Secretary to the Corporation) were present throughout. Jon Heasman (Senior Associate, Radio Licensing), attended part of the meeting.
Minutes of the previous Meeting
2. The minutes of the previous Meeting held on Thursday 21 October 2004 were agreed.
Matters Arising
3. There were no matters arising which were not covered elsewhere on the Agenda.
Radio Review Update
4. The Radio Licensing Committee received an update on the Radio Review.
Easy 1035 - Format Change Request
5. Following the consultation period which had ended on 14 October 2004 , The Radio Licensing Committee considered and agreed the format change from country flavoured easy listening to an Asian speech based format. It was agreed that a comprehensive statement would be published to enlighten all licensees on the assessment and factors which had led the Committee to its decision.
Applications for Ashford local commercial radio licence
6. The Radio Licensing Committee discussed the six applications received for the Ashford licence. The Committee was scheduled to make its final decision at the January 2005 meeting.
Kerrang - Format Change Request
7. The Radio Licensing Committee noted that Kerrang wished to change its Format so that the ratio of speech to music in its weekday breakfast show would be 2:1 rather than 3:1 as at present. Following a full discussion, the Radio Licensing Committee agreed the change and that a comprehensive statement would be published to enlighten all licensees on the assessment and factors which had led the Committee to its decision.
Receipt of Electronic Applications for Licences.
8. The Committee agreed that the published policy contained in notices of advertisement be amended to alert applicants of potential virus problems when submitting applications and recommend that they submit in good time to avoid missing the 5.00 pm deadline.
Any other business
9. It was noted that a large number of Community Radio applications had been received. A proposal regarding the decision-making timetable would be brought to the Radio Licensing Committee shortly.
10. The Committee noted that a request had been received from Talksport who wished to regionalise in two geographical areas ( Manchester and Birmingham ) to allow for live commentary on local football. This would require an amendment to its licence. The Committee approved the change. A statement detailing the assessment and factors which had led the Committee to its decision would be published in due course.
