NOTE OF THE SIXTH MEETING OF
THE OFCOM RADIO LICENSING COMMITTEE
HELD AT RIVERSIDE HOUSE, 2a SOUTHWARK BRIDGE ROAD , LONDON ,
ON 16 DECEMBER 2004
Chairman’s Introduction
1. The Chairman welcomed Members to the sixth meeting of the Radio Licensing Committee. All members were present. Gwen Morgan (Legal Advisor) and Glenis Rylance (Assistant Secretary to the Corporation) were present throughout. The following colleagues attended part of the meeting: Jon Heasman (Senior Associate, Radio Licensing), Lawrie Hallett (Senior Associate, Radio Licensing). Eva Koekelbergh (Senior Associate, Radio Licensing), Judith Ross (Senior Associate, Radio Licensing).
Minutes of the previous Meeting
2. The minutes of the previous Meeting held on 25 November 2004 were agreed, subject to a number of agreed amendments. Final copies of the minutes would be circulated to members in due course.
Matters Arising
3. There were no matters arising which were not covered elsewhere on the Agenda.
Radio Review Update
4. The Radio Licensing Committee received an update on the Radio Review.
Local Commercial Radio Licence Award: Edinburgh
5. After a full and careful discussion of each licence application and having particular regard to the factors set out in sections 85 and 105 of the Broadcasting Act 1990 and section 314 of the Communications Act 2003, the Committee awarded the licence to Dunedin FM Limited. The Committee noted that a statement explaining the factors which led to its decision was scheduled to be published on or around 13 January 2005.
Local Commercial Radio Licence Award: Blackburn
6. After a full and careful discussion of each licence application and having particular regard to the factors set out in sections 85 and 105 of the Broadcasting Act 1990 and section 314 of the Communications Act 2003 , the Committee agreed to award the licence to The Bee. The Committee noted that a statement explaining the factors which led to its decision was scheduled to be published on or around 13 January 2005.
Applications for Kidderminster local commercial radio licence
7. The Radio Licensing Committee discussed the three applications received for the Kidderminster licence. The Committee was scheduled to make its final decision at the February 2005 meeting.
FM Commercial Radio : Proposal for additions to licensing timetable
8. The Radio Licensing Committee agreed new licences to be added to the timetable subject to the resolution of some frequency planning issues.
9. The Radio Licensing Committee discussed various Format change requests.

10. To be held on Thursday 20 January 2005 in London .
