NOTE OF THE EIGHTH MEETING OF
THE OFCOM RADIO LICENSING COMMITTEE
HELD AT RIVERSIDE HOUSE, 2a SOUTHWARK BRIDGE ROAD , LONDON ,
ON 17 FEBRUARY 2005
Chairman’s Introduction
1. The Chairman welcomed Members to the eighth meeting of the Radio Licensing Committee. All members were present, with the exception of Ian Hargreaves (Co-Chair), and Pam Giddy who had sent their apologies. Gwen Morgan (Legal Advisor) and Nicola Ebdon (Assistant Secretary to the Corporation) were present throughout. The following colleagues attended for part of the meeting: Jon Heasman (Senior Associate, Radio Licensing), Lawrie Hallett (Senior Associate, Radio Licensing), Judith Ross (Senior Associate, Radio Licensing) Lucy Byers (Legal Advisor), Soo Williams (Senior Associate, Radio Licensing).
Minutes of the previous Meeting
2. The minutes of the previous Meeting held on 20 January 2005 were agreed, subject to a number of agreed amendments. Final copies of the minutes would be circulated to members in due course.
Local Commercial Radio Licence Award: Kidderminster
3. After a full and careful discussion of each licence application and having regard in particular to the factors set out in sections 85 and 105 of the Broadcasting Act 1990 and section 314 of the Communications Act 2003, the Committee awarded the licence to Ace FM. The announcement regarding the winning licence application would be made on the same day and a statement explaining the factors which led to its decision was scheduled to be published in due course.
Applications for Durham local commercial radio licence
4. The Radio Licensing Committee discussed the three applications received for the Durham licence. The Committee was scheduled to make its final decision at the April 2005 meeting.
Format Regime/Policy
5. The Radio Licensing Committee discussed a paper on Formats Regime/Policy.
Community Radio: licence award process
6. The Radio Licensing Committee discussed a recommended process for the assessment and award of community radio licences.
Any other business
7. The Radio Licensing Committee discussed the work in progress on the Radio Review.

8. To be held on Monday 7 March 2005 in London .
