Foreword

1.1 This document responds to a request for clarification arising from the Statutory Notice that Ofcom published on 10 November 2006 in connection with RSA for radio astronomy. The Statutory Notice can be found at http://www.ofcom.org.uk/consult/condocs/rsa/rsa.pdf.

1.2 While Ofcom would not normally respond to such requests individually and usually responds to requests at the conclusion of the consultation period, it considers that it might be helpful to do so in this case in order to clarify specific points in relation to how Spectrum Quality Benchmarks (SQBs) will be set for radio astronomy under the proposed regulations.

1.3 This document is not a substitute for the formal Ofcom public statement due after the consultation period.

1.4 The closing date for responses to the Statutory Notice published on 10 November 2006 will remain as 5 pm on 18 December 2006.
