Andrew Heaney is responsible for developing and implementing Ofcom’s regulatory strategy and policy for broadband products including LLU, DataStream/bitstream and voice over broadband. He led recent initiatives including the LLU charges, WBA margin, the approach to regulating new voice services and implementing the Telecoms Adjudicator. Currently Andrew is helping to develop Ofcom’s strategy towards delivering ‘real equality of access’ to facilitate competition. Prior to joining Ofcom in 2004, Andrew was a Partner with Spectrum Strategy Consultants leading their fixed telecoms group advising operators, regulators, investors, major customers and government on policy, strategy and business development - both in the UK and other major economies.
