BT Undertakings: First Implementation Report
Ofcom today published its first report on BT's progress in implementing the undertakings accepted by Ofcom as part of its Strategic Review of Telecoms.
Ofcom will report on BT's progress every quarter. The first report covers only the first four weeks of work so includes limited operational detail. Future implementation reports will assess how the undertakings are being delivered.
Ofcom is currently discussing with stakeholders the milestones which are an appropriate indication of BT’s progress. More detail will be published in the January 2006 implementation report. These milestones will be designed to measure:
- The extent to which BT is meeting the letter and spirit of the undertakings;
- Results as they affect wholesale customers: including Local Loop Unbundling (LLU) and Wholesale Line Rental (WLR) investment and product take-up levels;
- Results affecting retail customers (both consumer and business): including retail prices, service quality and product ranges.

Separately Ofcom has also today published its latest review of the Office of the Telecoms Adjudicator (OTA). The review has concluded that the OTA should continue its current work to facilitate and mediate on LLU provisioning until further progress is made in this area. Ofcom will review the OTA again in March 2006.
