On 30 August 2007 we invited any group that wished to broadcast on a short-term radio restricted service licence (S-RSL) for Ramadan in 2008 to submit their application to Ofcom before 3 October 2007. The following is a list of RSL applications received. The deadline for submitting applications in any of these areas has now passed for Ramadan 2008 broadcasts. This list is simply a record of applications received, and not a list of groups that will be offered a licence.

When Ofcom receives a large number of competing S-RSL applications at the same time for the same purpose, dates and location, we will draw lots to decide between them. When we consulted on this issue in 2006 this proposal was supported by more respondents than any of the other options. It provides a swift, easy to administer, non-subjective decision-making process.

Early in 2008, we shall begin assessing applications for broadcasting during Ramadan 2008. For areas where a draw is necessary, we shall inform all applicants involved, and if they wish to withdraw their application at that stage they may do so (with a refund of the application fee). However, if an application is entered into a draw, then a refund will not be possible.

All applications are subject to the rules set out in ‘Restricted Service Licences: Notes for Applicants’ (on our website at www.ofcom.org.uk/radio/ifi/rbl/rsls/rslapps/rsl_notes.pdf). Licence awards are subject to the availability of suitable FM frequencies. Due to a general lack of suitable frequencies, particularly in major conurbations, groups in the same region may be competing for frequencies with one another, even though the areas they wish to cover do not overlap. This may apply to some applications which appear to be in ‘uncontested’ areas. In such cases, we may have to put applications into a draw to decide between them.

The draw will take place at the Ofcom Riverside House building in London, but the date and time has yet to be decided. All parties involved in the draw will be invited to attend if they wish.
