EU
The development of radio spectrum policy in the EU is based on the Radio Spectrum Decision 676/2002/EC . The Commission's activites are based on co-ordinating and supporting the radio spectrum needs of EU policies and initiatives in sectors as communications, transport, R&D, environment and broadcasting. EU radio spectrum policy is conducted in dialogue with Member States, European Parliament and spectrum users constituencies, so as to drive forward a co-ordinated modernisation of the radio spectrum in the EU and to contribute to horizontal policy objectives such as the internal market and competition policy. Implementation measures necessary to achieve these goals, usually in the area of spectrum harmonisation, are normally prepared in collaboration with CEPT and adopted by the Commission with the assistance of the Radio Spectrum Committee (RSC) which is a committee of Member States chaired by the Commission.
The Radio Spectrum Policy Group (RSPG) was established under Commission Decision 2002/622/EC to develop high-level strategic radio spectrum policy at Community level and assist and advise the Commission on radio spectrum policy issues, on co-ordination of policy approaches and, where appropriate, on harmonised conditions with regard to the availability and efficient use of radio spectrum necessary for the establishment and functioning of the internal market. The RSPG elects its own Chair. From November 2004 for a year this will be Mike Goddard of Ofcom.
The RSPG's remit requires it to consult extensively and in a forward-looking manner on technological, market and regulatory developments relating to the use of radio spectrum in the context of EU policies on electronic communications, transport and research and development.. RPSG consultations are open to all users and are normally conducted through the RSPG's website
