Licence Exempt Application Specific Bands
Purpose of the Project
The purpose of this study is to investigate the pros and cons of having dedicated bands for specific LEAs.
Background
Demand for Licence Exempt Application (LEA) spectrum is on the increase. This is particularly true for bands used for Short Range Devices (SRDs) where the Commission has issued a Mandate to CEPT to look at the effectiveness and flexibility of spectrum availability for SRDs. With ever more products, such as Bluetooth, WiFi, WiMax etc, entering the market, congestion might be expected in densely populated areas but there is little evidence to suggest that this is becoming a serious problem. However, some of these systems are used to provide third party services following legislative changes in 2003. This raises the question of the advantages and disadvantages of a LEA specific bands regime.
Work Items to be studied:
- Possible applications which could benefit most from a dedicated LE band.
- Look at existing application specific allocations in LE bands and make recommendations on possible future liberalisation.
- Pros and cons of a dedicated LE band, including economic impacts.
- Impact on innovation.
- Recommendations for future regimes (LE).
- Investigation of generic LE bands with some specifics.
- Investigation of a range dependency (e.g. short-range, medium range, long-range) LE bands regime.
- Impact of having restrictions on usage.
