Technology Neutral Spectrum Usage Rights

Objective

The purpose of this study is to define further the detailed options in implementation of technology-neutral spectrum usage rights outlined in the Spectrum Framework Review and to test proposed options against a range of scenarios.

Background

The Spectrum Framework Review set out at a high level a possible mechanism whereby technology-neutral spectrum usage rights, or “property rights” could be introduced. Ofcom intends to consult in further detail on this specific issue in early 2006.

Further work is required to consider the options in implementation of spectrum usage rights and their resultant outcomes in spectrum liberalisation and trading. In developing and testing the various options available, the work will consider scenarios which are both likely and also those which are demanding, (for example involving radical shifts in the spectrum usage, or changes of use where neighbouring users operate under a command and control regime).

Ofcom will then take the result of this work into account as we embark upon a consultation specifically on spectrum usage rights. This work will provide an informed basis to modify and further detail proposals for property rights in the ongoing consultation.

Project Status

This project is now complete.

A workshop was held with stakeholders in October 2005 to discuss the progress and interim findings.

The final report for this work has now been published, as has an Ofcom consultation document on the issue of Spectrum Usage Rights. These documents may be found here:
