Generic Modelling Tool for Spectrum Trading
The aim of this study is to develop a working prototype of a “Generic Radio Modelling Tool for Spectrum Trading” that will enable the effect of a change of use of a radio band in a specific area to be predicted.
Since the tool is intended to be application unspecific, the objective is to design and implement a methodology which is focused on change of use analysis rather than system planning (i.e. for a given set of assumptions what would be the answer rather than what would be the “best” solution).
The methodology has to be well defined in the sense that it will be a publicly available algorithm which, for a given set of inputs, would give the same result by any software tool that correctly implements the algorithm.
The generic licence will be based on physical parameters that can be defined for all radio transmitters such as transmitter and receiver locations, spectrum masks, antenna patterns and power levels. Therefore, in order to develop the tool it is first necessary to define an algorithm that will allow the software to analyse change of use requests on a generic basis. However there are inherent difficulties in defining an algorithm that is upgradeable to handle new services and scenarios that may arise in the future as the market develops. There must be a balance between the two extremes of:
- Highly scenario and service specific tools (for example optimised to analyse sharing just between satellite earth stations and terrestrial fixed links);
- Totally flexible tools with no domain knowledge (for example spreadsheets and compilers).
Therefore a key objective of this study is to define an approach that retains flexibility while building in domain knowledge.

Project Status
The project will run for duration of 12 months, and is currently just over half way through.
