NIACT is one of six committees in the UK established under the 1984 Telecommunications Act.  The Committee members and Chairman are appointed by the Secretary of State for Trade and Industry to advise the Director General of Telecommunications on any matter concerning regulation of the telecommunications industry in Northern Ireland.
