Biographical
note
David Smith joined Oftel as Director
of Administration in January 1993 and was appointed Director of
Business Support when Oftel was restructured in November 1998. David
started his career in the Diplomatic Service, following a period
working in his father’s small business.
Career
1989-1992 Director of Administration
responsible for setting up and managing the department’s business
support services in the newly formed Office of Electricity Regulation
based in Birmingham.
1985-1989 Head of DTI’s Management Information
Unit including manpower planning.
1982-1985 Various HR and management services
posts including supporting the development of DTI’s Personnel Management
Information System (PERMIS).
1980-1982 Public Service Adviser to Prime
Minister of Vanuatu assisting with the setting up of the newly independent
country’s public services.
1977-1980 Personnel and Career Development
Manager (DTI).
1967-1977 Various posts in Diplomatic
Service and Board of Trade/DTI including assistant private secretary
to DTI’s Permanent Secretary.
