Heather Clayton
became Director of Investigations in July 2002 after spending 3
years working in Oftel's policy directorate.
Career

including implementing the new EU Directives and the 2000/01 mobile
market review, which considered the future regulation of the UK
mobile operators.

consultant, KPMG. Major projects included: telecommunications regulation
and competition for various clients; due diligence for various telecommunications
companies from large fixed and satellite communications companies
to small resellers; and a 10 month secondment to the ODTR to assist
with the liberalisation of the Irish telecommunications sector.
