Biographical note

Philip Rutnam, Director of Regulatory Policy, joined Oftel in May 2002. He was previously at HM Treasury where he was Head of the Enterprise Team, responsible for oversight of the Treasury's interests in business and enterprise.

Philip's previous career includes two years working in corporate finance based in Hong Kong, on secondment to a US investment bank. He was responsible for the Treasury's interest in transport privatisation and private finance in the early 1990s, and was Private Secretary to the Financial Secretary in 1990-91.
