Stage
one - getting endorsement to use type 3 PNs
Step 1
subscriber contacts provider of outgoing service
Step
2 provider supplies subscriber with appropriate application
literature and invites customer to reply to 'indicative questions'
questionnaire (see Annex)
Step
3 subscriber returns completed
questionnaire to provider
Step 4 if
the subscriber's replies are satisfactory (ie they meet the criteria
at paragraph 3.6 of the PN Statement) the provider forwards the
subscriber's responses with any relevant supporting documentation
to Oftel with its recommendation
Step
5 Oftel will respond to provider's submission
in one of three ways:
(a) positive
endorsement of recommendation - target 10 working days, or
(b) request
for more information - target 10 working days, or
(c) rejection
with reasons - target 20 working days
Step 6 provider
informs subscriber whether its recommendation has been endorsed
by Oftel.

Stage
two - what numbers will be used
Step
7 when the subscriber's application has been
endorsed the provider invites the subscriber to:
(a) enter into the Special Arrangements contract, and
(b) supply a list of the numbers intended for use as PNs supported
by written authorisations for their use from whoever
they have been allocated to
Step 8
provider checks with the relevant networks that the numbers have
been allocated to the persons giving the authorisations and logs
them in accordance with the contractual requirements of the Special
Arrangement.

to Applications for type 3 PNs - Indicative Questions
Q1 What is
the name and nature of the applicants business or activities?
If the applicant is an incorporated company please give the address
of its Registered Office and its Company Registration Number. If
not, please identify the organisation's name, the address of its
head or main office and charity registration number where applicable.
Q2 What is the
name, official title and contact details of the individual who will
carry responsibility for the implementation and exercise of the
organisations CLI practices?
Q3 Describe
the applicants telecommunications network - how many switches
are deployed and how many separate sites and extensions are served?
Q4 Are least-cost
routing and multiple breakout features implemented in the applicants
network?
Q5 What is the
applicants current approach with regard to outgoing CLI, and
does this involve the use of type 1 or type 2 PNs?
Q6 What, if
any, problems has this approach given rise to?
Q7 Why does
the applicant need to use type 3 presentation numbers and why no
alternative solution is viable?
