1. Introductions and apologies
Caroline Wallace opened the meeting and all present introduced themselves.
An attendance sheet was circulated and is reproduced above. Sara-Jane
Amey of ntl agreed to take the minutes of the meeting.
2. Minutes of previous meeting (25th February 2003)
The minutes were agreed with the following changes.
Section 4 Network Messaging.
Nancy Cox, would like the minutes of the DQ-IWG meeting to reflect
that is was not Kingston's or ntl's view that the second method proposed
at the Network Messaging workshop should be the fallback position.
Tom Hickey noted that he had only received one comment on the minutes
of the Network Messaging workshop which was from Beatrice Osborn.
Sara-Jane Amey advised that the minutes of the Network Messaging workshop
didn't fully reflect what happened at the Network Messaging workshop
and the agreed text in the DQ-IWG minutes should be:
"The workshop discussed the technical, commercial and routing
aspects and found there were no major technical hurdles. One issue
identified was the timescales to set up potentially required interconnect
capacity. The two methods for routing the calls would be following
the freephone model or geographic translation. The Operators advised
that standard cost allocations for either Freephone or Geographic
routing would not be sufficient to cover the costs of the originating
network. The costs of geographic translation were suggested by one
Operator, ntl, to be around 3p per call (with average call duration
20 seconds), plus set up costs for the databuild. The point was raised
that if originating networks have to agree a commercial contract with
the terminating network, the timescale may prove too tight."
Beatrice Osborn advised that the first paragraph on page 4 of Network
Messaging says:
"The costs of geographic translation were briefly mentioned as
being around
3p per minute plus set-up costs."
Agreed text
should be:
"The costs of geographic translation were briefly mentioned
as being around
3p per call (with average call duration 20 secs) plus set-up costs."
(This aligns with the minutes of the MOU group's network operators'
workshop.) This correction is incorporated in the revised paragraph
suggested by Sara-Jane Amey above.
In relation to Section 8: Review of Project Plan/Key Milestones,
the penultimate paragraph on page 5 says:
"The end of the parallel run was moved forwards by one day
to midnight on
Saturday/Sunday 23/24 August. It was pointed out by BT that this
was the
last Bank Holiday before Christmas and so the last appropriate date
in BT's
view for the end of the parallel run before Christmas."
Prefered text
suggested by BT (Beatrice Osborn) and agreed:
"Oftel suggested moving the end of the parallel run forwards
by one day to
midnight on Saturday/Sunday 23/24 August. This will be covered in
the

4. DQ Legacy Numbers
Oftel presented an overview of the DQ Legacy Numbers Consultation.
Their belief is that the consultation does not revisit Oftel's decision
to liberalise the DQ market, but simply looks at the detail of how
the legacy DQ numbers should be treated when no longer available
for DQ services. Oftel highlighted that they would welcome views
on the consultation as a whole, and not just answers to the questions.
Should anyone suggest further options that had not been considered
within the consultation, then Oftel would be prepared to consider
such suggestions, but CW advised that to implement any such additional
suggestions, a further consultation would be likely to be necessary.
Nancy Cox of Kingston drew Oftel's attention to the DTI consultation
on Conditions of Entitlement that the Legacy Numbers Consultation
Document refers to and asked what the process would be as the DTI
consultation does not complete until May while the Legacy Numbers
finishes in April with a statement not likely until after the end
of the DTI consultation period.
Caroline Wallace stated that the Legacy DQ Consultation was referred
to within the DTI consultation so that any of the changes as a result
of the Legacy DQ Consultation would be able to be reflected in the
final version of the General Conditions of Entitlement.
Malcolm Green asked if there would be an appeals procedure against
the outcome of the legacy Directory Enquiry Consultation.
Beatrice Osborn raised concerns over the practical implications
of the closing date of the legacy DQ consultation being a Bank Holiday
and in particular the Easter holiday period. Oftel didn't believe
this to be a significant issue. Oftel pointed out that in the past,
Oftel had taken a tolerant view of responses received shortly after
official closing dates for consultations. Thoughts around the table
were to take the closing date to 22nd April but this wasn't agreed.
Alex Campbell reminded the meeting that a Workshop covering this
issue was being held on April 11th in conjunction with the consumer
representatives and all were most welcome (although if the response
from the Industry was overwhelming, Oftel might ask for some restraint
in number of attendees).
5. Update on BT Call Barring
BO (BT) gave an update on barring of 118 DQ numbers on the BT network.
BO reported that on or around 1st May, DQ 118 numbers would be transferred
into the operator assistance category for call barring purposes.
The actual transfer might be spread out over several days. BT's
rural exchanges (UXD5s) with renters' payphone lines will require
a software upgrade, which will not take place until the summer.
DQ118 numbers on these exchanges would still be in the PRS category
for call barring until the software upgrade could be completed.
18.3 Caroline Wallace To provide ICSTIS with Oftel's CSR scripts
on BT's call barring position New Action Point
6. ICSTIS monitoring of DQ 118 services
ICSTIS gave an update on their programme for monitoring the DQ118
services. The monitoring process is now in place and will cover
both promotion and the service and is due to go live on 1st April
2003 but this needs to be confirmed. ICSTIS will be writing to DQSPs
to confirm the arrangements. The service will run initially for
6 months and will take place on randomly selected days. Should anyone
have any issues with any promotions or services available then they
are to contact Paul Whitting at ISCTIS in the first instance. Of
the monitoring that has taken place to date the results have indicated
a high level of compliance.
7. Suitable wording for promotion of 118 services
BT Ian Watson raised concerns over a number of enquiries that are
now being logged at the BT call centres from customers who are confused
about the new DQ services and their costs. The main issue centres
around pricing and but also that customers believe the services
currently being promoted are BT services, and therefore they are
ringing BT's call centres with questions about both the new services
and the price. BT has yet to advertise their service but are having
to deal with calls from customers about other DQ services, because
the DQSPs have mentioned BT within their promotions. BT are therefore
asking DQSPs to consider carefully the wording of their promotions
and specifically asked that DQSPs did not mention BT in any of their
promotions. BT also indicated that they were seeking legal advice
on this matter.
This raised the question of whether the ICSTIS guidelines needed
to be changed, Paul Whitting responded that the guidelines were
clear but in due course the ICSTIS DQ guideline would be reviewed
and that such changes could be proposed at that stage. PW noted
that what was being said by DQSPs was factually correct.
Caroline Wallace stated that messaging and scripting within adverts
should be considered with care to ensure factually correct and to
avoid confusion. CW particularly noted that DQSPs should not imply
that a given 118 number was the only new DQ number. NT (Centrica)
pointed out that this could have ASA implications as well.
Sara-Jane Amey ntl also raised the point that the adverts appeared
to assume that consumers know that 192 was changing and that new
numbers where required and the current promotions on the television
particularly have left consumers confused as to what it meant. As
this was the beginning of the campaign it may be that later promotions
may cover this but currently it wasn't clear.
8. Billing & Interconnection/Phase II billing sub group
Dirk Amtsberg of Telegate gave a progress report on the Phase II
billing sub group and advised that there was nothing to report and
the meeting scheduled had been deferred for one month.
9. Consumer Issues Sub Group
Caroline Wallace, had nothing to report as there had been no further
meetings of this group. The next meeting will take place on the
13th May. CW also noted that there would be a workshop on 11th April
for consumer representatives (with Industry representatives also
invited) on Oftel's legacy DQ number consultation.
Isabel Magan asked if the research on consumer awareness due for
March was available. Oftel could not provide information on the
residential figures yet but reiterated that the survey had found
that 54% of business users where aware of the changes. Oftel advised
that they were considering a press statement when the information
was due for release.
10. Review of Project Plan / Key Milestones
Ian Watson kindly reviewed the project plan and agreed to take responsibility
to make the agreed changes and redistribute the plan accordingly.
11. Any Other Business
Tom Hickey gave an update from the Network Messaging MOU group.
The group received four responses to their tender and after having
agreed in advance the criteria on which to assess the bids. The
evaluation committee had now evaluated and identified a preferred
supplier. However they feel further questions need to be answered
before the decision is finally made.
Tom went on to explain that the MoU group would need to form a 'not
for profit' company limited by guarantee as a legal structure to
be able to award such a tender and Nik Hole briefly explained what
a 'not for profit' organisation involved.
Should the option in the DQ Legacy Numbers consultation that covers
the implementation of the network messaging MOU group not be the
one Oftel decides upon, then company arrangements would fall away.
Nik Hole went on to confirm that the process was flexible enough
for companies to join or fall away but only on a structured basis.
18.4 Caroline Wallace To add Network Messaging to the agenda for
the next meeting New Action.
Oftel (AC) raised awareness of Oftel's Universal Service consultation.
In particular, Oftel noted that there was a section on the availability
of directory data. AC suggested that DQSPs might like to respond
to this part of the consultation (amongst others).
Centrica raised their deep disappointment on BT's decision to advertise
their DQ 118500 number across the front of BT directories. The question
was raised as to whether the Director had approved this action.
A formal compliant has been made under section 2.6 of BT's licence.
When pressing BT further re this issue Ian Watson responded that
he has been advised to make no comment.
Sara-Jane Amey believed BT to be dominant in the provision of telephone
directories and that network operators relied on BT to ensure that
they could meet their licence obligations to provide directories
when requested. Sara-Jane was aware that directories could be provided
without a cover. However she also stated that the cost was prohibitive
due to the numbers required. As BT, until this change, had provided
an unobtrusive cover that did not advertise their services but gave
only their logo and area information, S-J A felt that there had
not previously been a need for uncovered phone books.
Sara-Jane Amey went on to add that she believed there was little
difference between BT advertising its number on their directories
to originating network operators advertising their numbers on their
network messages and will be keen to see the outcome of the formal
complaint.
