Description and Objectives

The review will break the broadband market into three distinct areas reflecting the Commission's markets. These are Leased Lines (both retail (analogue and digital upto and including 2 Mbits) and wholesale, LLU (unbundled access) and DSL (wholesale bitstream access).

Wholesale:

  • Wholesale local access, for the purpose of providing broadband Internet services including unbundled access (including shared access) to metallic loops and sub-loops and wholesale bit-stream access.
