The current Oftel Framework Document was issued on 5th April 2000, and includes information on arrangements for Geographic ranges issued for Full National Dialling applications.


GEOGRAPHIC NUMBER RANGES (01X & 02X)

F-Digit Use (1000 Number Block Allocation) in Geographic Conservation Areas
Oftel needs to ensure that sufficient numbering capacity is available in Conservation areas to meet the needs of the telecoms industry over the next few years. Oftel is currently looking into allocating number ranges in Conservation areas at the F-digit level (1000 number block size) from around the end of 2000. Until that time number blocks will continue to be allocated in 10,000 number blocks.

In order to encourage Operators to use numbering capacity efficiently, and in preparation for F-digit allocation, Oftel currently requires Operators to confirm which F-digits within a 10,000 block will be used first and to use only those F-digits specified.

Geographic Conservation/Watch Areas
The list of Conservation/Watch areas has been revised following analysis of operators Annual Numbering Returns, available numbering capacity and knowledge of operators business plans.  The list of Conservation and Watch areas is available from Oftel's Numbering Unit to all licenced operators.


08X RANGES

08 Sub-Ranges for New NTS Arrangements

Oftel issued a Statement on the Relationship between Interconnection Charges and Retail Prices for Number Translation Services in December 1999. The Statement confirmed Oftel’s proposals that, as set out in the March 1999 consultation document, terminating operators providing NTS would be able to determine the retail price of their service by setting the termination charge. In January 2000, numbering capacity in 08 sub-ranges was opened to accommodate the new NTS arrangements as well as tariffs set by originating operators.

NTS services will continue to be provided on specific number ranges, ensuring that callers understand the price they are paying for calls. In order to maintain tariff visibility the new NTS price points are accommodated within the established 080, 084 and 087 ranges. The sub-range 080 remains free to caller, and the sub-ranges 0845 and 0870 continue to be based on relative charges defined as ‘up to local rate’ and ‘up to national rate’. Sub-ranges 0844 and 0871 have been opened to accommodate tariffs based on the fixed charges of ‘up to 5p’ and ‘up to 10p’. Numbering capacity in the 0844 2 to 0844 9 sub-ranges, and capacity in the 0871 2 to 0871 9 sub-ranges, have been opened to accommodate non-Internet numbering requirements. This capacity is routed and tariffed in blocks of 10,000 numbers, requiring finer digit analysis for tariffing.

For Internet use, sections are available in the 0808, 0844 and 0871 ranges. The 0844 and 0871 Internet sections are divided into pence per minute and un-metered tariffing. The un-metered access sections include fully un-metered tariffs, and combinations of un-metered tariffing and tariffs of up to 5ppm in 0844 04 and up to 10ppm in 0871 04. Numbers for Internet use in the 0808, 0844 and 0871 ranges are allocated in blocks of 1,000 numbers and require finer digit analysis for routing and tariffing.

  • 0808 90 designated as ‘Internet services free to caller’
  • 0820 to remain as ‘Internet for schools’
  • 0844 04 designated as ‘Internet services incorporating un-metered access’
  • 0844 09 designated as ‘Internet services metered access up to 5ppm’
  • 0844 2 to 0844 9 designated as ‘up to 5p’
  • 0845 to remain as ‘up to local rate’
  • 0870 to remain as ‘up to national rate’
  • 0871 04 designated as ‘Internet services incorporating un-metered access’
  • 0871 09 designated as ‘Internet services metered access up to 10ppm’
  • 0871 2 to 0871 9 designated as ‘up to 10p’

Further D-digits in the 0844 0 & 0871 0 ranges will be designated once opened D-digits are approaching full utilisation. Numbering capacity in the 0844 1 & 0871 1 ranges have been reserved for Internet service expansion.

Freephone Number Blocks
Oftel is still developing options for a possible migration of 0500 numbers to 0800 numbers, should users of 0500 numbers seek to move to that range. However, since Oftel has now allocated all the remaining blocks of 0800 numbers, we have opened for application , fifty-four 1k blocks of 0800 10-digit numbers. These now appear in the Specified Numbering Scheme. Further blocks will be made available once the migration path for 0500 numbers has been determined.


ANNUAL AUDIT 1999
Oftel has received around 84% Audit Responses.  Oftel will analyse the data provided to monitor trends in use and to help plan for future requirements of the industry.   The data provided on Access Codes will provide useful input to the forthcoming Access Code consultation.

Oftel has yet to receive a 1999 Audit Return from around 29 operators or service providers.  Operators are reminded that their licence requires them to furnish information to the Director.  Non-return of Audit information may be a breach of their licence.

In the absence of Audit Returns, Oftel will not make further allocations of numbering capacity and will start the process of withdrawing existing allocations (including Indirect Access Codes).


NUMBERING FORUM
The second Numbering Forum was held on 14 March 2000 to discuss a range of numbering issues.  Click here for details of agenda , associated papers and minutes. The next Numbering Forum will be held at Oftel in late Summer and will be open to anyone who can contribute to numbering issues - Details will be published on the website nearer the time.


NUMBER PORTABILITY
Annexes A and B of Version 3 of the Number Portability Function Specification have been updated.  The update will be consolidated in the Functional Specification at its next revision.

LICENCED OPERATOR IDENTIFICATION DIGITS (LOPID’s)
Oftel is taking over the administration of LOPID's from BT on 2 May 2000.   LOPID’s are codes used for administrative purposes to identify individual licenced operators.  One LOPID is generally allocated to an operator.  However, an operator (using the same registered company name) may be allocated more than one LOPID – one for each franchise.

The LOPID is recognised throughout the telecoms industry and may be a prerequisite on specific forms used by the industry for services such as Number Portability arrangements, Data Management Amendments (DMA), orders on phone book entries, etc.

Operators should apply to Oftel for a LOPID/s on the appropriate form. Oftel will make the list of allocated LOPID’s publicly available.
