Control: Oftel Conclusions
On June 2002
Oftel published the statement "Protecting
Consumers by Promoting Competition: Oftel's conclusions".
This statement set out a package of measures designed to ensure
ongoing protection for consumers in basic retail markets (calls
and access). It also proposed that BT should offer access to its
network on cost-based terms (see below).
The statement
also included the draft proposed modifications to BT's licence that
will be required to implement Oftel's proposals. BT accepted the
licence modification on 24 July 2002. The new regime will come into
effect on 1 August 2002.
Guidelines
on the Operation of the Network Charge Controls
On 7 December
2001 Oftel published the Guidelines on the Operation
of the Network Charge Controls. These Guidelines give guidance
on the structure and operation of the Network Charge Controls effective
from 1 October 2001.
