NUMBERING SCHEME REVIEW

The public consultation on the Review of the Numbering Scheme is underway. The closing date for responses is Friday 18 October. The responses will then be placed in Oftel's library. There will be a further period up to Thursday 31 October for comments on any submissions made to Oftel during the initial period.

A meeting of the Numbering Advisory Group is to be held at Oftel on Tuesday 22 October.

QUERIES ON THE NUMBERING SCHEME

The Numbering Unit is receiving an increasing volume of calls from Operators and others requiring detail on allocations under the Specified Numbering Scheme. Callers are reminded that this information is readily available on the Internet in several places, either on the Oftel home pages, or in easily browsed tables on the Warwick University pages. In many cases calls have been received from Operators who have already been sent the SNS disk, and we regret that in future, such enquiries will be referred to the Internet pages.

PERSONNEL CHANGES

Andrew Antoniou and Sally Trebble both left the Numbering Unit during September. Elizabeth Greenberg has replaced Andrew. Also, responsibility within Oftel for portability of mobile and non-geographic services has been transferred to the Numbering Unit from the Licence Enforcement and Fair Trading Branch; Adam Jackson has joined the Unit to lead on the issue. Adam's telephone number is 0171 634 8875. Watch out for news of more additions to the team in future issues!

READING

Operators have informed the Numbering Unit of their current plans for changing CLI presentation from the 01734 XXXXXX format to the 0118 9XX XXX format. These are being notified to all operators, approved maintainers, TUA and TMA so that any necessary action on terminal equipment may be put in hand. The current plans follow. Where a more general indication of the date of changeover is given, this will be updated in a future Numbering Bulletin when the information is available from the operator concerned. Should the plans need to be changed for network operational reasons details of the change will also be published in the ensuing Numbering Bulletin.

EUROPEAN UPDATE

France

A new Numbering Plan is being introduced in France on 18 October 1996. For more information, refer to Mrs Laurence Blow, Communications Manager at France Telecom on 0171 413 8035.

Finland

New area codes are to be introduced in Finland on 12 October 1996. For more information, refer to Telecom Finland on +358 800 8353.

The European Commission's Green Paper on numbering is now expected to be issued during November. It is expected to cover issues related to the introduction of liberalisation, such as portability and carrier selection codes and methods, and to the introduction of European Telephony Numbering Space.

ADMINISTRATION OF THE SPECIAL SERVICES NUMBERING RANGE

The requirements for numbering capacity to meet an increasing variety of services in the Special Services Numbering Range has grown over the last few months and some readers may be unaware of the most recent additions. Therefore, the current position for common number ranges designated in the Special Services Numbering Range is summarised below:

0800 Freephone, 10 digit numbers (specific blocks - details on the SNS)

0845 Local Rate, 10 digit numbers

0866 Regional Rate, 10 digit numbers

0870 National Rate, 10 digit numbers

0890 Premium Rate, timed call, 10 digit numbers

08950-08954 Premium Rate, untimed call up to 50p, 10 digit numbers

08955-08959 Premium Rate, untimed call under £1, 10 digit numbers

08960-08964 Premium Rate, timed call £1 per minute and over, 10 digit numbers

08965-08969 Premium Rate, untimed call £1 and over, 10 digit numbers

0930 Premium Rate, 9 digit numbers

0991 Higher Premium Rate, 9 digit numbers

In order to exercise good husbandry of the numbering resource, allocations of geographic numbering capacity will only be made in decades which are already open unless there is insufficient capacity to meet the requirement.

As the proposed 'Find me anywhere' range 07 would combine the current Mobile, Paging and Personal Numbering in a common code, new Mobile allocations will continue to be made in the 9-digit scheme pending the outcome of the consultation. This is to facilitate migration to new ranges once these have been agreed.
