Following general support by operators for Oftel's proposals on a scheme for the Allocation and Reservation of NPPCs, initial Allocations have been made to operators in response to formal applications. The initial Allocations made are as follows:-

Future information relating to the Allocation and Reservation of NPPCs will be recorded on Oftel's Internet pages and on the Numbering Scheme disk.

The above Allocations have been made on the basis of the scheme proposed to operators (see Numbering Bulletin No. 21) in order to facilitate early roll-out of Number Portability. Oftel will now proceed with the preparation of, and consequent consultation on, draft Conventions for the formal scheme. In advance of the publication of the Convention, applications for allocations should be made in accordance with Convention A2 to Richard Armstrong in the Oftel Numbering Unit .


ANNUAL AUDIT

Returns for the 1995 Audit have now been supplied from all operators except Telstra. The Returns - providing utilisation information on allocated capacity and supplying forecasts of demand - will be fed into the Numbering Scheme Review and will assist normal allocation work.

Conventions A4.9 and A7.3 will now be invoked to recover capacity that has not been brought into service/ allocated within reasonable time periods. The Numbering Unit will be contacting operators directly to take this activity forward.


PHONEDAY: CHANGED NUMBER ANNOUNCEMENTS

Since PhONEday all operators have returned special announcements to callers using the old pre-PhONEday codes. These special announcements were due to cease on 17 April 1996 with simply a tone or general announcement being returned to such mis-dialled calls thereafter. Current analysis of the level of mis-dialled calls, however, indicates that a further period with the special announcements may be advisable. Oftel has therefore requested all operators to retain the special PhONEday announcements for a further period of three months (ie to 17 July 1996) while additional analysis of mis-dialled calls is carried out. The outcome of this analysis and the consequent decision on retaining or ceasing special PhONEday announcements will be given in a future Numbering Bulletin.


NUMBERING ADVISORY GROUP (NAG)

The first meeting of NAG was held on 25 March and began its discussions on the Numbering Scheme Review. The Group began to identify and consider in more detail some of the possible options for the Review and drew up a initial (long) list of evaluation criteria to be used to assess the options. The work of the Group will feed into the public consultation on the numbering scheme taking place over the summer. The next meeting of NAG will be held at 2:30pm on Friday 19 April.


ADMINISTRATION OF THE NUMBERING SCHEME

Glasgow area 141X

Further to the preliminary announcement in Numbering Bulletin No 18. 70 DE blocks in the Glasgow area have been Protected following withdrawal by BT of Short Code Dialling facilities to adjacent areas.

Slough/Iver Area 1753

The Reservations on 1753 90 and 1753 91 have been withdrawn, with the agreement of the Operator concerned. This has been undertaken to ensure that the entire 9X range can be designated as an option for future migration.

Bedford 01234 56

The DE block 56 in the Bedford code 01234 has been designated for special use because it contains the significant number combination 01234 567890. Proposals are invited on possible charity or other uses for this number block. Oftel will discuss proposals with the Numbering Advisory Group.

Scheme listings

Operators should note that the floppy disk sent out at the end of January contains some errors in relation to some parts of the Area Numbering Range (S-digit 1). This has been rectified and the correct version can be found on the Oftel Internet pages. If you received a copy of the January disk and need an interim update, please contact the Numbering Unit.

As announced in the January's Numbering Bulletin, details of changes to the Numbering Scheme will henceforth be published every three months. Changes made in February, March and April will therefore appear in April's Bulletin (no. 23). Details of all changes continue to be published monthly on Oftel's Internet pages as part of the complete listing of the Numbering Scheme.
