Operators have informed the Numbering Unit of their current plans for changing CLI presentation from the 01734 XXXXXX format to the 0118 9XX XXX format. These are being notified to all operators, approved maintainers, TUA and TMA so that any necessary action on terminal equipment may be put in hand. The current plans follow. Where a more general indication of the date of changeover is given, this will be updated in a future Numbering Bulletin when the information is available from the operator concerned. Should the plans need to be changed for network operational reasons details of the change will also be published in the ensuing Numbering Bulletin.

NUMBERING SCHEME REVIEW
The third meeting of the Numbering Advisory Group was held on 7 May to continue its discussions on the Numbering Scheme Review. The Group considered in detail issues associated with geographic numbering, mobile and personal numbering and corporate numbering schemes. The work of the Group will feed into the public consultation on the Numbering Scheme taking place over the summer. Two meetings of the Group will be held in June: on Monday 3rd and Friday 28th.
Earlier this month, Oftel was asked by France Telecom to assist in publicising the arrangements for the new Numbering Plan. This is a further step in a series of changes which commenced in 1955 and involved a major change in 1985 in which area codes were eliminated for all regions of France except for Paris.
The new numbering plan, to take effect from 2300 (local time) on October 18th 1996, re-introduces regional codes. For example, a number in France currently shown as 34 56 78 90, which would be in South West France changes to 05 34 56 78 90. When dialled internationally, the first digit of the National Significant number is dropped and the number becomes +33 5 34 56 78 90. The change ends local dialling with customers now being required to dial 10 digits for all numbers in France. At the same time, France is taking the opportunity to migrate its Freephone services into 0800, and to introduce the CEPT recommended International escape code 00. France will also make provision for the use of 1XX access codes.
There will be no parallel running; with a few exceptions only the new numbers will function after the change. Call-trapping of incoming international calls reaching the French gateway switch to old 8-digit numbers will have to be carried out using time-outs because these old numbers are now being used as the first part of some new 9-digit numbers.
Operators, maintainers, etc. are advised that changes might be needed to their equipment. Further details and a brochure can be obtained from France Telecom at 0171 413 8035.
In October 1995, the Director General, Telecommunications announced that measures would need to be taken to make 01 capacity stretch. Following completion of the annual audit, the Numbering Unit has started withdrawing capacity in key areas which has been reserved for 18 months without being put into service. This is in line with the announcement in Numbering Bulletin 21 on conservation measures in areas where it is necessary to ensure that all unused capacity is made available to meet actual needs.
BT has advised us that their 1994 records used to establish the Specified Numbering Scheme were incorrect in respect of the Blackburn code. Consequently it has been necessary for the Numbering Unit to change the SNS to reflect the continuing use (i.e allocated status) of the following DE blocks of 5 digit numbers which were previously believed to be protected: 51 to 57 and 59.
The DE block 25 is currently allocated to BT for the migration of Blackburn 5 digit numbers to 25XXXX. A further announcement will be made when a date has been established.
This block has been protected until May 1998 at BT's request, due to a telephone directory error.
These blocks, previously set aside for a future migration option in London, have been changed to Free status.
