NOTIFICATION OF INVITATION TO TENDER FOR THE COMPARABLE PERFORMANCE INDICATORS (CPI) PUBLICATION CONTRACT
Since 1996 the main fixed link UK telecomm companies, encouraged by Oftel and consumer groups, have published a series of quality of service performance measures on a six-monthly basis. The results, published in two booklets (business and residential) and on the Internet, are intended to be comparable between operators by using similar processes and reporting on the same measures. The intention is to provide customers and other interested parties with quality of service comparisons that will help them to make informed decisions.
The process is managed by an Industry Forum, which is seeking to increase awareness and usage of the valuable data produced by this initiative.
The Forum presently has a number of initiatives in hand, which include enhancing the publication format, developing the use of the internet pages, and raising consumer awareness. It is therefore looking for (an) innovative consultant (s) with the relevant skill areas and enthusiasm to make a pro-active contribution to the Forum and its ongoing development of CPIs.
The invitation to tender consists of three clearly linked, but separate activities:

Bids are invited on all or any combination of these activities by the closing date of 16 September 1999. A short list will be drawn from the written submissions. Tenderers who receive a short list notification will be required to give a presentation of their proposals to a panel of Forum members. Shortlist notifications will be issued by 30 September.
Presentations will be arranged during the first week of October and the successful bidder (s) will be notified by 12 October 1999. A contract (s) will be presented for agreement and it is intended that the contract (s) will be concluded and effective from 1 December.
