Oftel's strategy, most recently described in its Management plan 2002/03, gives an overall framework for planning and prioritising Oftel's work. All other documents are produced so as to be consistent with this overall strategy. Market review guidelines will be produced by Oftel, to explain how it will review competition in markets to meet obligations under the European regulatory regime takiing effect in 2003. These guidelines will replace Oftel's Effective competition review guidelines of 2000. Consumer protection policy review guidelines represent a structured process for reviewing and analysing issues that are primarily concerned with consumer protection rather than competition concerns.
Regulatory option appraisal guidelines provide a process and a set of considerations to support Oftel staff in robust and transparent decision-making across a broad range of Oftel's work.
