Oftel published its policy review of two part charging (2PC) on 27 January 2003.It considers the introduction of a 2PC system for all successful interconnection calls.

Under current arrangements, BT's interconnection charges are charged for on a pence per minute (ppm) basis. The ppm charge is calculated to take account of the costs of call set-up and average call duration. A move towards 2PC would introduce a separate charge for the set up of a call, as well as a ppm charge for call duration.

Oftel has launched this consultation to assess the potential impact 2PC would have on the industry and the interconnection regime. The review considers the effect 2PC would have on consumers of voice and Internet services.

Oftel is seeking stakeholders' views by 25 April 2003 on whether a new charging system should be implemented.
