WRC 2000 identified an additional 190 MHz of spectrum, on a global basis, for IMT-2000. The additional spectrum identified is 2520-2670 MHz for the terrestrial component and 2500-2520/2670-2690 MHz for the satellite component although terrestrial services could be implemented in the whole 2.5 GHz band depending on market demand.
WRC 2000 also earmarked the present 2G mobile bands for IMT-2000, to facilitate evolution/refarming in future.
Band plans for the additional spectrum and the evolution from 2G to 3G are currently being studied in ITU-R WP8F and CEPT ERC PT1. It is expected that Recommendations on frequency arrangements for the 2.5 GHz band will be finalised during 2004. Migration of existing services from the 2.5 GHz band is being progressed and an award process is likely to be held in 2007/2008 but will depend on satisfactory progress in all related areas.
If, when, and how the 2G bands are 'refarmed' from 2G to 3G use will depend on the speed of growth in, and nature of, 3G services and the demands this places on the spectrum. However, any refarming from 2G to 3G is expected to be for the longer term. The Government intends to hold a first consultation on these issues once commercial 3G services have been launched.
