To make the most of the opportunities provided by the public-private partnership Radio Spectrum International (RSI) to acquire fully integrated, modern information systems that meet the Agency's business requirements and enable it better to:
satisfy the customer's needs
plan and manage spectrum effectively; and
continue to improve efficiency
The new IS Strategy was approved by the Management Board on 19 January together with the consequential budget provision. Additionally, specific Management Board approval was sought and obtained for further work on e-commerce aspects and for the initial review of the Strategy which will be needed to reflect the changes arising from probable e-commerce IS needs.
RSI contribution to Agency projects
RSI's access to a wide range of IT skills and knowledge within CMG has provided the Agency with a level of resource which would have been impracticable before the partnership was formed. The practical impact has been the development of more IS projects, in shorter timescales and with a higher level of customer satisfaction than would have previously been possible.
EROS project
Helped by RSI's close working relationship with the Agency's Information Systems Unit, the Agency's Office Automation (EROS) project has now been successfully rolled out to almost all Agency staff. Some of the lessons learned from the EROS project are being successfully applied in other areas where RSI needs to address specific user needs and concerns.
Intranet
RSI joined Agency staff on the intranet project board, helped to set up the intranet and provided informed advice on its structure and functionality (see p.39 for details of this project). RSI will continue to play an important role in the further development of the intranet.
3G auction website (www.spectrumauctions.gov.uk)
RSI worked with the auction team to create a separate website, linked to the main RA site, to give information leading up to the auction and to provide a dynamic page showing the results at the end of each round of bidding. The number of hits to this site mounted to two million a day at the height of the auction and the results page was shown on Channel 4 News on the night the auction finished.
On-line licensing
RSI staff are working with the Fixed Terrestrial and Satellite Links Unit on the preparations for delivery of its licensing services via the Internet. The pilot trial of "e-services" for fixed link licensing has involved the development of the RA 8 application form as an "intelligent form". As well as helping customers to navigate through and complete the form easily, the software carries out accuracy and completeness checks on the data as it is entered and thereby reduces administrative work.
