Spectrum Forward Planning
An updated and extended second edition of the UK Spectrum Strategy was published in mid-1996. This developed the coverage of the first edition on use and intended use of the spectrum and presented a preliminary set of spectrum management aims. The Spectrum Strategy formed the focus of a seminar attended by representatives of all sectors of radio use at which a wide range of spectrum issues were presented and discussed. Future editions of the Spectrum Strategy will build on comments received from customers; they will be extended to cover the whole spectrum with no gaps, and to incorporate a full set of spectrum management objectives along with developing work on occupancy and capacity. That work will be assessed in the Strategy alongside predictions of market demand and growth, with an evaluation of the implications for spectrum requirements in each sector, and Agency plans for meeting those requirements. Strategy preparation formed the basis for a range of other strategic activities, such as responding to detailed European Radiocommunications Office enquiries, all aimed at managing the spectrum resource in the longer term.
