Discussions have continued with the Civil Aviation Authority (CAA), to review our respective roles in the process of licensing Aeronautical Ground Station (AGS) and aircraft stations. The Agency is seeking to simplify procedures so as to accelerate the issue of licences.

The Agency has recognised that information available about aircraft and aeronautical ground station radio is inadequate. New information sheets are being prepared and will be distributed at a number of events in the course of the year, to raise the Agency's profile in this area.

Cable & Wireless, one of the two initial operators of the new TFTS system, has withdrawn from the service having undertaken an internal business review. This leaves BT as the sole operator of TFTS.

In both the maritime and aeronautical sectors, further progress has been made in moving away from the unsatisfactory omnibus licences, towards a more scientific basis which reflects actual use of the spectrum. This has affected a number of major users, some of whom have been required to pay more, while some have paid less.
