Radio Quality Assurance Scheme - Specific Guidance Note (RQAS SGN/C.03) Issue 2: May 1999

This Specific Guidance Note relates to the installation, commissioning and testing of Civil Land Mobile Radio equipment.

This SGN should be read in conjunction with the general guidance given in Part B of The Quality System Guide.

Scope of Registration

This SGN relates to the installation, commissioning and testing of civil land mobile radio equipment in vehicles and/or fixed stations. Firms successfully meeting the criteria of this guidance note will be registered as members of the RQAS under the registration:

"RQAS SGN/C.03 - Installation, Commissioning and Testing of Civil Land Mobile Radio Equipment" (as identified in the certificate of registration).

Definitions

For the purpose of this Specific Guidance Note the following definitions apply:

Customer"
The organisation which is receiving a product or service from the supplier.

"Installation"
The installation of fully compliant civil land mobile radio equipment in vehicles or at fixed stations.

"Commissioning"
The carrying out of an order to install and set to work civil land mobile radio equipment.

"Sub-contractor"
An organisation, or individual, providing service(s) or material(s) to the supplier.

"Supplier"
The organisation which provides the product by a process which satisfies the requirements of the quality management system (ie the organisation seeking registration).

"Testing"
Testing is a functional check of the work carried out.

Process Control (Clause 4.9)

Reference Documents:

It is the responsibility of the quality system manager to ensure that the most up-to-date versions of specifications, codes of practice and other documents relevant to the service are followed and referenced in the firm's quality system. In particular, you will need to be aware of relevant MPT Specifications and Codes of Practice and ETSI Standards for the land mobile radio service, full details of which are published by the Radiocommunications Agency in three information sheets. Copies are available from the Radiocommunications Agency Library at the address given on the front page of this document:

Work Instructions:

The installation, commissioning and testing of equipment should comply with the relevant sub-contractor/ manufacturer documentation.

Installation Planning:

There should be formal procedures for planning and documenting the installation work and for monitoring its progress.

A plan should detail the sequence of the installation process, the methods of installation and relevant codes of practice in order that the completed installation complies with the contract. The plan should take account of the environment and any other work in progress to ensure that they do not adversely affect the installation. For example: protective cover for on-site mobile installations.

Material Control:

There should be procedures for the allocation of stock and inventory control in order to ensure correct components and materiel are available to enable the supplier to meet customer requirements.

The supplier should have evidence of access to replacement materiel sufficient to meet the requirements of the installation plan.

Special Processes:

There should be identified procedures to ensure the safe installation of clmr equipment into vehicles which may be subject to flammable or explosive atmospheres, or used for transporting hazardous substances.

Inspection and Testing (Clause 4.1 0)

Following installation, inspection should determine that the apparatus has been installed in accordance with the contract, the codes of practice and the sub-contractor and / or manufacturer installation documentation.

Following installation, testing should determine that the equipment is operating in accordance with the test procedures and the contract.

Procedures should include a specified programme of tests, together with acceptance and rejection criteria.

Control of Non-Conforming Product (Clause 4.13)

Where installation failure occurs there should be a procedure for taking and recording remedial action and performing re-inspection/test.

Where a customer requires an installation which cannot comply with the codes of practice then details of the actual installation should be recorded on the installation paperwork.

Handling, Storage, Packaging, Preservation and Delivery (Clause 4.1 5)

Segregation of faulty equipment should be maintained.

Control of Quality Records (Clause 4.16)

There should be an authorised certificate of completion and this should be made available to the customer, if required and requested at the time of the order.

The firm should demonstrate availability of information stating conformance of equipment to statutory requirements.
