This Specific Guidance Note relates to the maintenance and repair of Civil Land Mobile Radio equipment.
This SGN should be read in conjunction with the general guidance given in Part B of The Quality System Guide.
This SGN relates to the maintenance and repair of civil land mobile radio equipment. Firms successfully meeting the criteria of this guidance note will be registered as members of the RQAS under the registration:
"RQAS SGN/C.04 - MAINTENANCE AND REPAIR OF CIVIL LAND MOBILE RADIO EQUIPMENT" (as identified in the certificate of registration). The registration will indicate the detailed scope i.e. 1st line (module) or 2nd line (component) repair facilities.
NB. It is expected that the repair by whole unit exchange activity, which does not require extensive test facilities as under this SGN, be included as an extension of the post sales support activity within the scope of the dealer SGN and/or installation SGN.
For the purpose of this Specific Guidance Note the following definitions apply:
"Customer"
The organisation which is receiving a product or service from the supplier."Maintenance"
The routine inspection of equipment against specification."Repair"
The rectification of defects resulting from equipment breakdown."1st line (module) repair"
Repairs completed using replacement modules/PCBs, for later repair to component level."2nd line (component) repair"
Repairs completed immediately to component level e.g. complete units - HPUs etc., or modules/PCBs removed following 1st line repair."Sub-contractor"
An organisation, or individual, providing service(s) or material(s) to the supplier."Supplier"
The organisation which provides the product by a process which satisfies the requirements of the quality management system (i.e. the organisation seeking registration).
The firm should have evidence of adequate support from sub-contractors covering the products they supply, e.g. technical support, spare parts, documentation, etc.
All replacement parts should be purchased from the original manufacturer/sub-contractor, or from a source approved by the original manufacturer/sub-contractor. Where this is not possible, it should be demonstrated that the replacement part is suitable in all respects. Conformance to specification should be demonstrated for all critical components as identified by the manufacturer/sub-contractor.
Where equipment is found to need repair beyond the scope of the firm, such repairs should only be carried out by the original manufacturer/sub-contractor or his appointed agent.

It is the responsibility of the quality system manager to ensure that the most up to
date versions of specifications, codes of practice and other documents relevant to the
service are followed and referenced in the firm's quality system. In particular, you will
need to be aware of relevant MPT Specifications and Codes of Practice and ETSI Standards
for the land mobile radio service, full details of which are published by the
Radiocommunications Agency in three information sheets. Copies are available from the

Work Instructions:
Maintenance and/or repair should be carried out to the original
manufacturer/sub-contractor manuals, drawings (including where applicable authorized
modifications) or any other documents supplied and authorized by the original
manufacturer/sub-contractor or customer. Where this is not possible the company should
produce documented instructions covering the work to be carried out.
Specifications and codes of practice relevant to the service should also be followed.
Service Request Handling:
Procedures should be established for logging and tracking service activity.
Where maintenance and/or repair necessitates the replacement of software components, full compatibility and type approval requirements must be preserved. In the case that there are changes which affect user function, the customer should give prior agreement. Changes in operational use should be documented, and this should be made available to the customer.
Test procedures and records should give evidence that tests have been carried out to type approval and/or manufacturers specification, authorized test procedures, servicing schedules, applicable codes of practice and conditions of contract.
Where an automated radio test set is used for final testing the specific sequence of tests and associated software, jigs and/or fixtures to be used should be documented.
Fault records should be analyzed in their own right to determine the likely cause of any problems so as to facilitate the initiation of corrective action and, where requested, through feedback to the manufacturer/subcontractor.
Where equipment is dismantled, provision should be made for the identification and segregation of parts so that the equipment can be re-assembled using the original parts.
Safe handling areas for electrostatic sensitive devices should comply with the requirements of BS EN 100015-1:1992.
The revision level of equipment up-graded in accordance with manufacturers instructions should be recorded, e.g. hardware modifications and firmware updates.
There should be an authorized certificate of completion which should be made available to the customer, if required and requested at the time of the order.
The firm should demonstrate availability of information stating conformance of equipment to statutory requirements.
