Radio Quality Assurance Scheme Specific Guidance Note (RQAS SON/C .08)

This Specific Guidance Note relates to Radio Site Activities of Civil Land Mobile Radio Services

This SGN should be read in conjunction with the general guidance given in Part B of The Quality System Guide.

Scope of Registration

This SGN relates to the Acquisition, Construction, Antenna Installation, Commissioning and Maintenance of Civil Land Mobile Radio Sites. Firms meeting the criteria of this guidance note will be registered as members of the RQAS under the registration:

"RQAS SGN/C.08 - Radio Site Activities of Civil Land Mobile Radio Services" (as identified in the certificate of registration).

Definitions

For the purpose of this Specific Guidance Note the following definitions apply:

"Site Acquisition"
The successful negotiation for a site for Civil Land Mobile Radio purposes.

"Construction"
Preparation and building of a site, including buildings, bases and antenna support structures.

"Installation"
To install antennas, feeders, services and associated equipment.

"Commissioning"
To verify the installation meets statutory / site operator/user requirements.

"Maintenance"
To ensure that through planned maintenance activities, the operating requirements are being met.

"Supplier"
The organisation which provides the product by a process which satisfies the requirements of the quality management system (i.e. the organisation seeking registration).

"Sub-contractor" and "Sub-supplier"
An organisation, or individual, providing service(s) or material(s) to the supplier.

"Customer"
The organisation which is receiving a product or service from the supplier.

Document and Data Control (Clause 4.5)

Evidence should be available to demonstrate adequate distribution and control of information throughout the process. Particular attention should be placed on documents which need to be passed to operators/users/sub-contractors as appropriate.

Purchasing (Clause 4.6)

The firm should have evidence of adequate support from the recognised manufacturer/sub-supplier/subcontractor covering the equipment for which they have responsibility, e.g., technical support, spare parts, documentation, etc.

Replacement parts should be suitable in all respects for their purpose and conformance to specification should be demonstrated for all critical components as identified by the manufacturer/sub-supplier/subcontractor.

Where the equipment is found to need repair beyond the scope of the firm, such repairs should only be carried out by an approved manufacturer/sub-supplier/sub-contractor or his appointed agent.

Where the company sub-contracts any of its site activities (e.g. antenna rigging) evidence should be available that ensures contractual, statutory and code of practice requirements have been conveyed to the sub-contractor.

Process Control (Clause 4.9)

Reference documents
It is the responsibility of the quality system manager to ensure that the most up to date versions of specifications, codes of practice and other documents relevant to the service are followed and referenced in the firm's quality system. In particular, you will need to be aware of relevant MPT Specifications and Codes of Practice and ETSI Standards for the land mobile radio service, full details of which are published by the Radiocommunications Agency in three information sheets. Copies are available from the Radiocommunications Agency Library at the address given on the front page of this document:

Work Instructions
Instructions should be available to cover the following activities:

  1. Site Acquisition to include reference to Town and Country Planning, access arrangements, and definition of the site, i.e. allowances for expansion, site sharers, etc.
  2. Site Construction to include design parameters, type of building, antenna support structure and base.
  3. Installation detail to include antenna rigging, feeders, services and other equipment.
  4. Maintenance Schedule for the site and associated equipment.

Service Request Handling
Procedures should exist for recording and tracking service response/attendance and performance.

Where maintenance and/or repair necessitates the replacement of components, full compatibility and type approval requirements must be preserved. All changes in operational use should be documented and made available to the customer if requested.

Inspection and Testing (Clause 4.1 0)

Test procedures and records shall give evidence that tests have been carried out to ensure the site meets the design criteria. These tests should also be carried out after repair or routine maintenance and address:

  1. Constructional Parameters
  2. Electrical Safety
  3. Earthing
  4. Lightning Protection
  5. Antenna Rigging
  6. Equipment Commissioning.

Corrective and Preventive Action (Clause 4.14)

Fault reports should be analyzed in their own right to determine the likely cause of any problems to facilitate the initiation of corrective action and, where requested, through feedback to the manufacturer / sub-supplier/sub-contractor.

Control of Quality Records (Clause 4.16)

Records should be available to demonstrate satisfactory completion of the following stages:

  1. Site Acquisition
  2. Releases after construction or defects liability
  3. Release after commissioning
  4. Certificate of Completion
  5. Repair and Routine Maintenance.

The firm should, where necessary, demonstrate the availability of information stating conformance of equipment to statutory requirements.
