Comments on "Broadband Fixed Wireless Access Proposals for the Licensing of radio Spectrum"

"The Proposals"

The proposal to award licences on a regional basis with three licenses per region is considered reasonable. Radiant proposes a system with a mesh architecture, which can operate with (but does not need) paired channels. We propose that the auction recognises that such networks are available and does not set rules that assume only the "traditional" PMP architecture.

The supporting infrastructure is an inherent part of a mesh system. It is included in a spectrally efficient fashion. We support the proposal to allow supporting infrastructure to be included in the same spectrum.

"The Market"

Efficient use of the BWA spectrum is facilitated by various techniques, including the use of a mesh architecture. It can be shown that such networks offer significant advantages in spectral efficiency and should therefore be permiteed both in 28GHz and 40GHz bands.

Although current BWA technology may, as suggested, be better suited to serving "smaller and medium sized companies in suburban areas" our studies indicate that a mesh architecture can readily address the mass market applications, using only a moderate amount of spectrum.

"Number and size of licences"

The indications of bandwidth are assumed to refer to the sizes of the (paired) blocks and not to the actual channel size. Current ETSI specifications and the CEPT T/R 13-02 channel plan refer to a range of channel sizes from 3.5 to 112MHz. Flexibility in the choice of channel size should be allowed.

"Scope of services"

We make the same comment as under "the proposals" i.e. that inclusion of BWA infrastructure links is entirely feasible (in fact inherent) in the deployment of mesh networks and should be allowed for this purpose.
