Please note the following corrections/updates
to the Information Memorandum.
Volume 1
Corrections
- Page 9, second paragraph in section
1.1.3, penultimate line "to the House of Commons" should be deleted.
The announcement was made via a Press Notice.
- Page 12, section 1.1.7 and page
61, section 4.4.2.1, examples two and three where it says "(2 below the
minimum level)" should read "(3 below the minimum level).
- Page 62, section 4.4.2.3, the
second line of the second indentation of the fifth bullet point should read
"The minimum raise will be 15%" (as specified in 4.33.22 of the
Notice) and not "The minimum raise will be 5%".
- Tables 1.1 and 4.1 (pages 14
and 49 respectively) are inconsistent in the date given for notification of
successful pre-qualification – the date of 20 September shown in table 4.1
is the date the Agency is working to.
Updates
- Page 27, section 2.3.12. "Market
influence condition in T Act Licences" the Orange Communications Personal
Services Ltd (‘Orange’) Judicial Review will be heard on 18/19 October.
- Page 69, section 4.5.5. The Third
Generation Judicial Review will be heard on the week commencing 23 October
2000.

Updates
- The Wireless Telegraphy (Broadband
Fixed Wireless Access Licences) Regulations 2000 Statutory Instrument No.2000/2039
came into force on 18 August and are now available on the Agency website www.radio.gov.uk
.
- The final version of "The
Wireless Telegraphy (Broadband Fixed Wireless Access Licences) Notice 2000"
(including the Application Form at Appendix 1 of the Notice) was issued on
22 August and are now available on the Agency website www.radio.gov.uk
.

Corrections to Appendix K: Template
T Act Licence
- Page 26, definition for "Customer
Interface", second line should read "other than one within".
- Page 29, definition for "Interface
Control" the third and fifth lines should read "telecommunication
apparatus" instead of "telecommunications apparatus".
- Page 73, Condition 17.4, replace
the reference to the Regulations with "….regulation 22 of the Telecommunications
(Data Protection and Privacy) Regulations 1999 (SI.1999/2093)".
- Page 75, Condition 18.4, replace
the reference to the Regulations with "….regulation 22 of the Telecommunications
(Data Protection and Privacy) Regulations 1999 (SI.1999/2093)".
- Page 117, Condition 46.2(a),
in the first line insert "(the Standard List)" after the words "Standard
Services".
- Page 117, Condition 46.2(a)(i)
delete "(the Standard List)" after the words "Standard Services".
- Page 123, Condition 48.4, last
line it should say "or that member of the Licensee's Group".
- Page 127, Condition 50.5, at
the end of the sixth line it should say "whether in his opinion".
- Page 147, Condition 58.4(b),
at the end of the ninth line it should say "or not less than 1 day before

- Page 159, Condition 64.10, delete
"Condition 31 (Fair Trading)".
- Page 200, Annex A "The Applicable
Systems" add the following definition at the end: "’Terminal Equipment Regulations'
means the Telecommunications Terminal Equipment Regulations 1992 (S.I.1992/2423)".
Updates
- Following a recent public consultation,
the Government intends shortly to make Regulations under section 2(2) of the
European Communities Act to amend the condition in the public telecommunications
operators ("PTOs") licences relating to the provision of services
for the disabled. The Regulations will result in the modification of existing
licences granted under section 7 of the Telecommunications Act 1984 and will
impose on PTOs obligations to make provision for disabled customers. They
will oblige PTOs to consult on matters relevant to disabled persons; to provide
access to a text relay service; to operate a reduced charging structure for
customers using textphones; to offer a priority fault repair service to eligible
customers; to operate a "protected service" scheme to reduce disconnections;
and, where public call boxes are operated by a PTO, to provide public call
boxes which are adapted and equipped for disabled persons.
