Auction Update 14 August 2000 |
These Regulations make provision for the holding of an auction of Broadband Fixed Wireless Access licences at 28 GHz. They were laid before Parliament on 28 July and come into force on 18 August.
Shortly after the Regulations come into force the Agency will publish a Notice setting out the auction procedures. (A draft of the Notice was placed on the Agency website on 18 June.) The Agency will then invite applications, which will have to be submitted on 5 September 2000. A copy of the application form will be attached to the Notice.
Following the Auction Seminar on Friday 28 July the Agency agreed to provide an example of the downloadable data file (Excel 6KB) from the Auction software. The file will be recreated at the end of each round and will be populated with all the data created at the beginning of the auction.
Each bidder taking part in the auction will be allocated two ISDN connections and two username/password combinations. One will allow full bidder access to the auction system, the other will allow restricted access (only allowing the user to run and view reports). The two lines will permit full bidder access and restricted access to be open at the same time but not permit other combinations.
Shortly after applications are received the Agency intends to invite applicants to take part in a training session introducing them to the auction software. These will be followed later by mock auctions in which bidders will be invited to take part.
