Question 1: The Government welcomes comments on the Quotient Report.

Question 2: The Government invites comments on the demand for broadband services and the level of interest in delivering services to customers over broadband fixed wireless networks in the context of the various other platforms..

Question 3: The Government invites comments on setting a deadline for LDOs to use the spectrum and when that deadline might be.

Question 4: Comments are invited on reducing the amount of spectrum for LDOs (to say 750MHz or 1GHz).

Question 5: The Government invites comments on the role of the 40GHz band as part of plans to ensure digital coverage of the current "qualifying" analogue free-to-air services throughout the UK.

Question 6: The Government invites comments on the use of the 40.5GHz to 43.5GHz and the 27.5GHz to 29.5GHz bands for Broadband Fixed Wireless Access and the related demand for infrastructure wireless fixed links from broadband wireless operators, and the preferred frequency bands. Should the spectrum be found within these bands or from other parts of the radio spectrum?

Question 7: How can the 28GHz and 40GHz bands be deployed to meet the market requirements? Should consideration be given to licensing unpaired blocks of spectrum in the 28GHz band?

Question 8: How would opening these relate to other Radio Fixed Access developments, notably at 4GHz/10GHz?

Question 9: What role can the Government play in the standards-making processes to ensure that the early exploitation of the spectrum is not unduly hindered? What, if any, mandatory standards should apply?

Question 10: The Government invites views on whether any operator should be excluded from the opportunity to bid for spectrum.

Question 11: The Government welcomes views on the relative merits of via auction or comparative selection approaches for issuing broadband wireless licences.

Question 12: The Government invites comments on the need, if any, for Pioneer licences.

Question 13: The Government invites comments on the bandwidth choices at 28GHz and 40GHz including the appropriate number and size of licence packages to deliver effective operations, the geographical coverage of licences and the possible allocation of spectrum in smaller blocks.

Question 14: The Government invites views on the premise that there should be no restrictions on the applications which the fixed networks may be used to provide.

Question 15: The Government invites comments on guaranteeing that a certain minimum bit-rate can be provided to customers on demand and, if so, what that bit rate might be. (One suggestion is 2Mbits/second in a constant stream).

Question 16: The Government invites views on the appropriate duration of licences and the degree of security of continued access to the spectrum during the licence period.

Question 17: If appropriate, in what way should the spectrum be filtered into the market in response to the demand and over what period of time?

Question 18: What criteria, if any, should be used to determine the start date of services following receipt of licences? Should roll-out obligations be applied to licences and, if so, what form should they take?
