Tool Compliance Statement

The following is a tick list of both essential and "nice to have" attributes that the desired tool should comply with.

1. Essential

1.1 Models

* Needs to support the relevant 28 and 40 GHz ITU-R propagation/interference/rain models.
* Needs to be able to import new ITU-R propagation/interference/rain models.
* Needs to support a UK terrain data model.

1.2 Antenna

* Needs to support the import of antenna RPE (standard and actual).
* Antenna gain.
* Antenna height above ground level.
* The pointing angle of the antenna needs to be specified in azimuth and elevation to an accuracy of ± X° .
* The antenna down-tilt needs to be specified to an accuracy of ± Y°.

1.3 Terminal Station/Mesh Node

* Station/node location using NGR
* Power at the antenna port.

1.4 Base station

* Station location using NGR
* Power at the antenna port.

1.5 UK Licence Region

* Definition of a region boundary within the UK needs to be supported.

1.6 Coverage within Region

* Station/node coverage needs to be plotted as selectable pfd contour (dBW/MHz/m2).
* Region boundary should have an assigned pfd limit. An indication of where a pfd contour breaches the boundary limit should be given.

1.7 Resolution

* Needs to support a resolution down to 50m.

1.8 General

* The tool should be able to import the technical licensing data from the Radiocommunications Unified Licensing Executive Systems (RULES) database (supported formats of data to be imported).
* The tool should be able (licensed) to be run from Agency laptops.

1.9 Support

* General maintenance/updates, technical support and training for use of the tool.

2. Nice to have

2.1 Models

* Needs to be able to import a UK generic (cf fixed link data) rain model (supported formats of data to be imported).
* Needs to support import and overlay of 28 and 40 GHz clutter data models (buildings, foliage, etc) for areas under interest.

2.2 Antenna

* Needs to support location of multiple antennas (sectored/Mesh) at a station/node site.

2.3 UK Licence Region

* Definition of multiple region boundaries, up to 20, needs to be supported – worst case is likely to be a region (say, within M25 boundary) with four other incident boundaries.
* Within each licence region the definition of up to three (adjacent channel) BFWA networks need to be supported. These networks may have overlapping/incident network service areas.

2.4 Coverage within Region

* Station/node coverage needs to be plotted as multiple selectable pfd contours (dBW/MHz/m2).

2.5 Resolution

* Needs to support a resolution down to 10m.
