3.1 Matters Arising |
|
3G Approach to Guard Bands for mobile operators was an on going action for Mr Lewis. Action outstanding. |

The action relating to Mr Lewis checking with the ITU on recommended limits under Effect of an I/N of 6dB was still outstanding. Action outstanding. |

Mr Lewis had placed the AEGIS report, on the extended work on inter-operator co-ordination considering other antenna downtilts and I/N=6dB, on the Agencys website. Complete. |

Mr Lewis still has to provide information to the group on the UK position on the use of FSS (E->s) in 42.5 to 43.5 GHz. Action outstanding. |

| 4.Interface Requirements for 28GHz | BFWAtg(00)42rev1 |

Mr Jessup introduced the first revision of the above document that had incorporated the following changes since the last meeting: |
| Paragraphs in section 2 have been rearranged into a more logical order. | |
| Paragraph 2.2 has been added to allow the use of TDD and mesh systems. | |
| The words "Interface Requirement" have been added to paragraphs 2.6 and 2.7 to indicate this is part of the requirement to be licensed to operate BFWA. | |

ETSI document version numbers have been removed to allow progress of ETSI standards without having to update the Interface Requirement. |

Mr Nixon added that the Agency is responsible for setting the minimum interface requirements and that responsibility to comply would lie with operators buying equipment. A BFWAtg member said that the R&TTE directive points to ETSI standards, yet this directive is less than the requirements. There are elements within the standards that aren’t relevant and it could be misleading. He suggested a note be added to the table for clarification. Mr Nixon said that non-essential parameter requirements would be added to the guidelines. The group agreed with the definition of nonessential parameters, a BFWAtg member suggested using the wording "additional parameters" as opposed to "non essential". Under 2.2 of the Interface Requirement (IR), a BFWAtg member suggested adding the fact that TDD and mesh systems are covered. Mr Goodyear explained that there were two ways in which NFAP clearance could be obtained. The first was by getting the band block cleared and the second was by clearing each site on a site by site basis. Block clearance is a process that is normally granted to services that have exclusive spectrum. Individual clearance is obtained for a site by registering the frequency, site name and NGR, power and designation of emission. Also as part of the national clearance process site clearance would also be required if the transmitter EIRP was equal to or greater than 17dBW and/or the height of the structure is equal to or greater than 30m A BFWAtg member asked if it was appropriate to submit the IR to other administrations yet. Mr Nixon replied that whilst in draft form it should not be, however when it had been notified to the EC it will be published on the Agency’s website and it would therefore be acceptable for public distribution. Mr Nixon said that at the next interim ETSI TM4 meeting the Agency would ask that TM4 seek guidance from the EC, through the necessary ETSI structure, on whether antennas are covered by the R&TTE directive. Mr Goodyear announced that Radio Frequency Investigation Ltd had been confirmed as a UK notified body to test antennas. Mr Nixon said that an updated IR would be circulated to Members. Action: Mr Jessup to update IR and members to comment via e-mail. |

Mr Nixon presented the
above document to the group for comments. He said that RA had considered
work from CEPT SE19, Aegis Systems Ltd (BFWAtg(00)03), and ETSI TM4 and
intended to incorporate the relevant elements of this work into the document.
Under scope, Scenario 2 for co-existence, A BFWAtg member suggested
a change to the wording. Action: Members to provide comments. |

6. Draft ERC Recommendation on the use of band 24.5 - 26.5GHz for Fixed Wireless Access Mr Lewis said that he has highlighted the fact that the current recommendation is inconsistent with the draft of current guidance material regarding which sub-band to use for the up and downlinks of FDD systems, and awaits a response. A BFWAtg member commented on the difference in attenuation in the sub-bands. Mr Goodyear added the recommendation should necessarily specify up and downlink sub-band use for international border co-ordination. A BFWAtg member expressed concern as there were technical reasons to have the up and downlinks the other way around to that which is currently in the recommendation. Mr Lewis remarked that members could make comments on the recommendation and that he would channel them through the Agency SE19 co-ordinator for this work, Mrinal Patel of RA2/FLTSU.

7. 28GHz ERC Decision Update Mr Lewis said that the ERC Decision identifying parts of the band 27.5-29.5GHz for the FS and FSS on a conditional and geographical basis is coming up for approval at WG-FM. There have been responses to the public consultation from a number of administrations who support the 28GHz draft ERC recommendation (albeit with some editorial comments and proposals). Responses from one administration and a number of FSS operators indicate that they felt it is too early to adopt the decision as the geographical band segmentation approach is new and untested. In response to a question from Mr Goodyear, Mr Lewis confirmed that ETSI TM4 group’s comments did not seem to be included in the documentation from CEPT.

POST MEETING Note (20/9/00): The 28GHz Decision was approved at WG-FM without substantive change. This will now go forward for ERC approval at their next meeting scheduled for mid October.

8. AOB A BFWAtg member asked when the research project the Agency is undertaking to look at protection requirements of the Radio Astronomy service in the 40GHz band would be completed and if it would be in the public domain. Mr Nixon said that the work, which completes in October, is likely to be made available to the public as it is intended to present the results of the work in the CEPT and the ITU-R. Mr Nixon referred to the Agency Press Notice issued today which announced the names of the companies that have submitted applications for the 28GHz Spectrum Auction, and explained that they are at the pre-qualification stage. Those companies are: Atlas Communications (UK) Ltd, Broadnet UK Ltd, Chorus Communication Ltd, Energis Local Access Ltd, Faultbasic Ltd, FirstMark Communications (UK) Ltd, Formus Communication UK Ltd, Orange Personal Communications Services, Priority Wireless (UK) Ltd, Templeco 489 Ltd to be renamed Unica BFWA Ltd and Winstar Communications Ltd. He also informed the members of the Auction start date, 16 October 2000. The Press Notice is available on the Agency’s website.
