On 9 November 2000 the then Minister for Small Business and E-Commerce, Patricia Hewitt announced a package of measures for the control of potential interference from the telecommunications systems digital subscriber line (DSL), power line technology (PLT) and home local area networks (LANs). One of the measures announced was the adoption of a standard to limit interference from DSL and similar broadband technologies based on the specification MPT 1570 and to be implemented under section 10 of the Wireless Telegraphy Act 1949. This announcement is available on the UK Parliament website.
These documents were made public in August 2001 at the same time as being notified to the European Commission under the Directive 98/34/EC procedure. If there are no comments from member states of the Commission within 12 weeks of notification the draft Statutory Instrument will be placed before Parliament together with the Regulatory Impact Assessment (RIA). Comments were received from the Commission, a letter explaining the present position was sent out to contributors on 27 March 2002. The RIA will be available on this website in due course.

A further consultation on the limits for for frequencies between 9 kHz and 150 kHz took place during 2002. A letter explaining the conclusions of the consultation was sent out to contributors on 6 February 2003, together with a copy of the revised specification MPT 1570 (January 2003). The RA have conducted limited Emissions Tests on some representative low frequency PLT equipment.
