Radiocommunication Data Dictionary

The Radiocommunication Data Dictionary (RDD) was developed by ITU-R Study Group 1 in collaboration with the Radiocommunication Bureau. The RDD's purpose is to uniquely identify the data required for the international filing process of terrestrial systems and satellite networks. It uniquely identifies all of the data required to be notified to the Radiocommunication Bureau for the international filing process. The RDD also contains a number of the procedural requirements used in performing regulatory examinations; many of the existing validation rules used by the Radiocommunication Bureau for verifying filings; reference information and sources of further detailed information.

The work in Study Group 1 was led by the Radiocommunications Agency (RA), who recognised that a number of the problems associated with the international filing process stemmed from administrations and operators having insufficient access to accurate and relevant information. A principal aim in the development of the RDD was to obtain the view of operators on the data required for the international filing process so that the information could be presented in a form compatible with their requirements. The UK played a major role in this work with many major operators assisting RA in the RDD's development.

Now that the RDD has been completed, the Radiocommunication Bureau is proposing to adopt the RDD as a replacement for the Preface to the IFL, initially for the data required for satellite networks. The RDD is also going to play a key role in helping to reduce the backlog in the satellite network filing process by assisting in the development of new and more comprehensive validation rules. This work will be a valuable contribution to the work of the ITU's Software Experts Group who are tasked with improving the software used by the Radiocommunication Bureau's satellite filing process.
