Land Mobile Radio Licensing and Channel Statistics Report for 2002

Introduction

This report has been produced in line with the Radiocommunications Agency's commitment to publish detailed statistics on spectrum usage in the land mobile radio bands. The report provides information on the private business radio (PBR) services which were licensed to operate on frequencies in the range 26-466MHz at 31 December 2001. It also provides details of the spectrum allocated to land mobile radio services.

The report is in two sections:

Part 1: PBR Licence Statistics

Part 1 provides detailed statistics on PBR licences that were in force at the end of 2001. The tables in pages 2-7 provide a breakdown of licensing data by various licence and business use categories, and show the number of PBR frequency assignments and mobiles in each of the land mobile radio bands.

Changes were made during 2001 to a small number of National and Regional PBR licences which has had a significant effect on the data in this report. One major licence in this category has been relinquished following the licensee's move to a public provider system. Two other National and Regional licensees have moved services to other PBR licence categories. One effect of these changes is that the mobiles used on these services are being counted for the first time (mobiles data is not available for the National & Regional licence product). More details of these changes can be found on page 7.

Part 2: Land Mobile Spectrum

Part 2 provides details of the spectrum available to PBR services in the land mobile radio bands and how it is used.

This section also provides similar information about public access mobile radio, common base station, national public mobile data operator services, on-site radio paging, radio paging short term hire, local commun-ications, short range business radio paging, and wide area paging.

  2. The data on the Medical and Utilities categories relates to shared channel licences only. It does not include services which operate on national exclusive channels.
  3. UK General covers use of handportables/mobiles anywhere in the United Kingdom (no base stations are permitted except under exceptional circumstance). The Government, Medical, Utilities, Protected Service and 'Other' Users categories data above includes 463 UK General licences (14,355 mobiles).
  4. 'Protected Service Users' licences do not fit into any of the other categories. These users operate services which are given a high degree of protection from co-channel interference (other categories in the table can also include licensees with protected services).

A major customer in the 'Gas, electricity, coal & nuclear' category terminated 59 licences during 2001 and replaced them with Self Select Paging licences

Other Private Business Radio Licences

  1. During 2001 a major PMR user relinquished one National and Regional PBR licence (480 assignments), and 94 Wide Area PBR licences (2357 mobiles/459 assignments).
  2. Changes to railway industry licences during the year saw a reduction from two National and Regional PBR licences (6175 assignments) to one (3511 assignments). Assignments which were previously covered under the terminated licence are now covered by 873 replacement licences (5364 mobiles) in other licence categories (Wide Area, On-site and UK General).
  3. Most of the assignments on the water industry's National and Regional licence (1681 assignments) and 82 PBR Wide Area licences (4639 mobiles/90 assignments) were replaced by one Wide Area PBR licence (13545 mobiles/1403 assignments).
