On 19 December 2000, the Radiocommunications Agency issued a Consultation Document entitled 3.4 and 10 GHz: Scenarios For Spectrum Packaging and Delivery. This paper outlined the scenarios presented at the December FWACC meeting and formally invited members of the FWACC and other interested parties to comment on these scenarios.

There were sixteen responses commenting on the questions raised. Responses which are in the public domain are reproduced below. The Agency would like to thank all those who took the trouble to participate in this exercise.
