Introduction
This
is the Final Report on Project 46 on Interference and Coordination, carried
out for the Radiocommunications Agency (RA) as part of the National Radio
Propagation Programme (NRPP) by the Radio Communications Research Unit
(RCRU) at the Rutherford Appleton Laboratory (RAL). The Report gives details
of the background behind the project, which was originally set up to provide
support in preparations for the development of a revision to Appendix
S7 concerned with determining the coordination area around earth stations
operating in the frequency bands from 100 MHz to 105 GHz. The project
was expanded to include providing support for studies of sharing between
satellite systems operating in non-geostationary orbits with those in
geostationary orbits, where sharing is made feasible through application
of limits to the power flux densities permitted to non-GSO systems, and
subsequently to further development of the propagation element in Appendix
S7. The work has largely been conducted through contributions to ITU-R
Study Groups 3 and 4 and their Working Parties.
Section 2 of the Report gives details of the background behind the Project.
A summary of the significant achievements is given in Section 3, together
with some examples from the various studies. Section 4 lists the various
ITU-R meetings in which RCRU has made contributions and played active
roles. Despite the termination of the Project, there is still much work
left unfinished and Section 5 highlights some of the areas which require
further study. Finally, Section 6 lists the many outputs which have resulted
from studies carried out as part of the Interference and Coordination
Project.
